Engineering the high-precision environment required for the safety evaluation and efficacy testing of inactivated COVID-19 vaccines.
AIPURE delivered the core animal research and production facility for the Wuhan Institute of Biological Products (WIBP), a pivotal component of the national vaccine production base. These high-cleanliness workshops (Class 7) maintain constant temperature and humidity to support pre-clinical in-vivo efficacy and safety assessments. As a vital link in the vaccine supply chain, this facility was essential in expanding production capacity to meet urgent global demand.

75-Day Delivery: Completion of a complex, large-scale facility in just 75 days—compressing a typical one-year construction cycle.
Class 7 Cleanliness Standards: Implementation of high-precision sealing and air purification for animal research and production zones.
Massive Scale Coordination: Renovation of 9 existing workshops alongside construction of 3 new buildings.
Global Quality Recognition: The facility’s excellence enabled WIBP to receive Full Accreditation from AAALAC International in November 2025.
Engineering Challenges & Solutions
A “Race Against Time and Space”: To meet the urgent need for vaccine expansion, construction began seamlessly as vaccines were approved. We mobilized a specialized task force operating on a 24-hour shift rotation, minimising idle time between construction phases to complete the project within the 75-day window.
Precision Sealing for Verified Integrity: High-cleanliness animal rooms require verified airtightness. We utilized hollow return-air cleanwall panels and specialized rock-wool composite panels, performing meticulous sealing at every column, joint, and utility interface to ensure all sampling points meet the specified cleanliness benchmarks.
Advanced Zonal Airflow Management: To ensure stable and controllable airflow, we partitioned the cleanroom HVAC system into 8 independent zones. Each zone was equipped with its own AHU (Air Handling Unit), allowing for precise regulation of supply and exhaust volumes to maintain specific pressure gradients.
“Wartime” Supply Chain Security: Despite global supply chain disruptions, we pre-emptively secured inventories of critical purification materials and mechanical equipment. This proactive procurement ensured that peak construction was never delayed by material shortages.
Key Achievements
Expanded Capacity to 1 Billion Doses: The facility enabled WIBP to increase its annual COVID-19 vaccine capacity from 100 million to 1 billion doses, contributing to China National Biotec Group’s total capacity of over 5 billion doses.
International Compliance Milestones: The facility’s high-standard hardware led to full accreditation by the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC). This signifies that the facility meets the highest international standards for bio-pharmaceutical research.
Seamless Regulatory Handover: On 31 May 2020, the facility was fully completed and production-ready, achieving simultaneous compliance in both construction quality and biosafety hardware.
